Continued decline Bay health, in spite of federal and state regulation, has necessitated new legislation.
The Total Maximum Daily Loads (TMDLs) established in the Clean Water Act require that states specify how they will meet Water Quality Standards (WQS). Each state must develop Water Implementation Plans (WIPs) outlining their strategies.
Water Implementation Plans:
- Should contain a detailed plan for reducing pollutants, that will be implemented 100% by 2025
- Drafts were submitted to EPA in Sept 2010
